Driver side lower splash shield

Can someone tell me if the bottom of the splash shield, close to where it meets the frame rail, is supposed to have a bulge or wrinkle in it? It looks like some type of damage, but the reproduction also shows some type of bulge with the part. I know my car has hit something on the underside at some point but I don't know if this is part of it. As far as I can tell, there's no tearing or repair to the metal. Was going to replace this piece while I make some other repairs but perhaps I don't need to.

Yeap, that some type of damage.  Looks like it was hit pretty hard.
