Rear defogger switch question

I need to know if the lowest position on the switch is off, then up one = low speed, and then top = high speed. Seems a bit weird since the power input on the rear of the switch is in the middle but hey I guess it's possible.

On my 71, down is off, middle low and top high

I guess I'm back to square one and I'm getting tired of pulling the dash apart every time I think I'm done.

I have posted the schematic which I believe is applicable to Cudas and Challengers.

So here is my question, the access feeds under the dash  - they both have power at the same time or ??? I noticed the schematic calls for plugging it into the tan access feed but I think that both access feeds are powered once the car is keyed on. no?

So I have power running to the middle pin of the switch and the bottom pin used to run a accessory like a wiper fluid motor. When I turn on the power I get nothing when it's in the middle position but 11V at both the top and the bottom positions. This must mean I am using the switch wrong. See the pic where there are 3 pinouts and the middle one I thought based on the schematic is for power, no?

Any ideas?
