15x7 Rallye wheels with tires rub on frame.

I just updated my entire front suspension with the Hotchkis front suspension kit and converted my drum brakes to discs. My tire size is 225/70R15 and it rubs. My spare is a 15x7 (steel rim) on 215/60R15 and it rubs. How can I fix this?
I can change the tire size, but I think it will still rub.

I think your spare wheel has an unusual offset....

Same as above. No rubbing problems. Backspace/offset problem my guess.

Where exactly is it rubbing? The fender brace on top, the frame rail-front or rear, the leading or trailing edge of the fender opening, or the caliper?

225/70x15 is over 27" tall and 9" wide.  Do you know the backspace of these rims?  215/60x15 is only 25" tall and 8" wide, does it rub in the same places as the 225/70? What is the backspace on this rim?

I have 4 1/2 inch back spacing on both the steel rim (15x7) and the rallye (15x7). It rubs at the rear frame on both sides. It seems the steering stop doesn't do anything. I have a QA1 lower control arm, if that makes any difference.

I have the same Hotchkis front WITHOUT the QA1.  My backspace is the same. No rubbing.

That backspace and that tire should be okay, however, I'm not sure of the differences the QA1 lower may introduce to the topic.  I'm running a 15x8 rim with 4.5" backspace and a 10" wide tire with stock control arms and I don't have frame contact. It is very close and with enough side load, it may kiss the frame, but I've got a  wider combo than you do so I'm willing to tolerate the occasional touch.

Alignment specs can also change interference points along the way. Easy answer is a thin spacer.

I do have the fast ratio pitman/idler arm. How would this create the problem? Should I replace with stock pitman/idler arms?

I suspect that's the issue. On stock lowers there are stops that contact the radiused lumps on the lower ball joint limiting travel. I'm thinking that is not there on the QA1 arms.
This pictures shows what I'm trying to describe.

A-Body LCA on the left E,B-Body on the right  When I used A-Body LCA's I had the opposite problem ( not enough travel) as the a-body ball joint stop area protrudes out instead of in like E-Body LCA's  I had to mill some of that nubbie off the lower ball joint to get the travel back.
 
You might need to weld on tabs that contact this ball/"nubbie" area to limit travel?
