Better chance at cooling the fuel?
I read in a Corvette forum that the fuel actually heats up more when going to the engine bay and back, anf that causes it to evaporate quicker. But there gotta be another reason...If the regulator is after the fuelrails, it could be that the fuel in the rail gets cooler maybe?
EFI tuners are tending to suggest pump to filter, filter to rails/tbi, rails/tbi to regulator, regulator to tank. keeps the injectors with full flow fuel. besides, thats how Im going to set up my system as recomended by a well known EFI guy
