Yes the chrome box is better or you can get the Rev-n-ator or the FBO ECU with rev limiter .
 True the pick up coil could be bad also & not signalling the ECU , yes it can be measured , but with what ? It will send out a sine wave pulse

I guess it can be measured by oscilloscope only. Don't have one and for that price you can exchange all the ignition components more than just few times;)
However I got a new orange box this morning and just replaced it. The car runs again. I will try to cruise few kilometers later but it seems everything all right again.

You can check output with a digital multimeter set on AC and the 2 volt scale. Spin the shaft by hand and you'll get approximately 1 volt.
