LA 360 differences?

Hi
Did some googling today on LA 360's but couldn't find any obvious reason why they differ quite a lot in terms of HP's inbetween 1971-1989.
In 1971 255 HP's and from there it went downhill...
Could some explain what happened (as I cannot find any obvious reason)?

They made a 360 in '71?!?
I thought they started in '74?

yes 71 360s were in C bodys & trucks .
Partially loss of compression not that even a 71 had high compression , gross rating down tot net ratings , cam changes & other adds on for emissions all killed off power

Do the roller camshaft & rockers make the difference in gains? I did some inquiries about stroking the 360 block & I learned that some late model 360 blocks use different heads & camshafts than later years.
There were other differences in the webbing & other features. I ended up finding an '83 360 long block with engine stand for $60.00. It's not the roller cam block I wanted but the price was right.
