It is still off car so if you want pics and measurements I could provide some.

Thanks, but its OK. I just gotta decide what to do with it, fix it or leave it for now. There is some other issues in the rear also.
If I decide to fix it, I will need a trunk floor (has some bad looking repairs), new trunk extensions (are cut off 2" at the bottom and welded to the quarters that way) , new rear valance. No rust, and not visable on the exterior but just old clunky repairs. I could leave it as is for now and do this another year.

When I did my quarters in the mid 80's, I had to fabricate the entire valence attachment area.

I think that is what happened here, some early body parts back when they did not make them like AMD does.

What did you end up doing? Mine has had quarter skins on it in it's life and has a similar issue, though I have a new rear valance to work with.

Eventually I'm gonna change the quarters and the rear valance to AMD parts, but I wanna wait a couple of years to get my bodywork skills up a bit. Mine also has some 90's quarter skins now with a seam right above the bodyline, no rust but I wanna change them anyways. I'm looking at either AMD's skins or Coupe quarters, have not decided what to use yet, leaning towards the skins. Since I can do this later, over a winter, and it does not require a complete teardown, I'm gonna go ahead and finish the rest of the car so I can drive it a summer and test out stuff before paint, I'm sure there will be some more changes after testing it for a while. I will replace the trunk floor and extension now though, those are very rustpitted. Check out my thread for the progress.

With so many guys using the new quarter panels these day I'm guessing a wanted ad might turn up a set of flanges for next to nothing... Might give ya something to work with..

With mine its several issues, if it was just the flanges, yeah, that would be a great solution, but add upp the non existing drainholes, the very ugly seam right above the bodyline and the fact that the outer wheelhouses are not attached to the quarterpanel.... But it feels like a huge step to cut out the quarters though.

With new quarters the valance probably did not fit. You might be able to weld a small tab to put bolts in.
