                        Underhood pics on this puppy leads me to believe bad things.   

Would that be due to it's general crappiness or the fact that the air cleaner is wrong and the fender tag looks to have been repositioned? The routing of the A/C lines don't look right either.  My 70 had factory A/C and I sure don't remember it looking like that.

I wouldn't call it a scam. I think it's just some bored clown with nothing better to do. I went back and forth with him and he never asked for any money. He just won't give a price.
