Voltage Regulator Finish?

I need a concours date coded voltage regulator for my restoration.  ECS has correct ones correctly marked with various date codes for $150.  I have a NOS Niehoff voltage regulator I picked up some years back at a swap meet that looks 100% correct including the little dimple.  But of course it is marked Niehoff. 
I talked to ECS and they said they could correctly put the markings and date code on my voltage regulator for much less than the $150 they charge for one of the ones they have.  However, they won't refinish the black. What I was wondering is if someone can recommend an accurate spray bomb black I can paint my voltage regulator with.
If refinishing correct black on mine is too involved, I guess I'm going to have to just cough up the $150, but want to check if I can do something with my Niehoff one first.  :thinkerg:
Also, short of bolting it on a car and plugging it in, is there a way to test these?  I'd hate to go through the trouble and expense of refinishing this one just to find its a dud!  :banghead:
