new cap and rotor?  recheck the reluctor gap

This and have you checked the distributor shaft play. Worn out bushing will allow it to bounce around and get inconsistencies in gap/spark.
Removing the warning labels one at a time.
Nature will take care of the rest.

I've swapped ECU's and got a constant spark, but still no spark from plug wires

Do you have a consistent 3/8" or better spark from the coil wire ?

I have a whole new distributor, rotor, cap, and gear from Mancini, the spark from coil is a bright blue and it plenty long enough, also have newer spark plug wires I have not checked the air gap yet

Check the condition of the rotor and inside of the distributor cap, especially beneath where the coil wire attaches to the cap and contacts the rotor. There is a rotor inside this distributor right? :thinkerg:

Yes there is a rotor, it came with the distributor.

Had to ask...sorry! Do you have a "known good" sparkplug wire that you can use to test spark output from the distributor? Or i can tell you how to make a HV test probe so you don't get zapped, maybe....You should have the same spark intensity that you saw at the coil wire coming out of the distributor, only at 1/8 the interval since the spark output is being "distributed" to the spark plugs.

I tried placing the wire to the header and had no spark at all. How do you make that test probe? Lol

To make the HV probe, you will need a #2 phillips screw driver with a 4-6" long blade, and a 2-3" piece of 12 to 14 gauge automotive primary wire. Strip each end of the wire and securely crimp a 3/8" id ring terminal to one end and an alligator clip (that will securely grip the phillips screw driver blade) to the other end. Find a bolt (like an intake manifold bolt etc) near the distributor and attach the ring terminal there. Attach the 'gator clip to the metal screw driver blade. That's the probe. Now pull out one of the plug wires from the distributor cap. Place the probe into the distributor cap where a wire was and have someone crank the engine. Hold the plastic handle only and slowly draw out the screwdriver and you should be able to get 1/4" to 3/8" spark length from each plug connection. As long as the wire stays connected to the engine/screw driver, you will not get zapped. This method will test your spark output potential to your plug wires. Good luck and be careful! :thumbsup:

Also make sure screw driver handle is fully insulated. Not with a metal cap on back of handle. Ask me how I know this. Only happened once though. Lol

Well if you have a nice hot blue spark 3/8" or better out of the coil wire and you get no spark from the plug terminal of the distributor cap, there is a HV short within the distributor. Very unlikely, but possible. Post back results, good luck and work safe!

This was the problem with the first distributor too and I bought one hoping to resolve the issue so I'm pretty sure the problem ain't in the distributor. Also has a new wiring harness too.
