Bulkhead connector insulation

Rebuilding my electrical system. Keeping factor bulkhead but with new terminals and plastic pieces.  Any problem with not having the little black pad in the disconnect plastic piece between the male Packard terminals?

Mine was all slimy and yucky so I scraped it out and now I'm wondering if I can just slab some dielectric in there and hook it back up without
