The bell crank that mounts on the intake has three holes, two in the bell crank & one in the mounting bracket... slide a drill bit (I think 3/16") through those holes to lock the bell crank, now set the lower linkage length by adjusting the vertical rod so the throttle lever is all the way forward..... Next set the link from the upper bell crank to the carb so when the throttle is wide open the transmission kick down lever is fully rearward.....  This will get you very close, from there you can make small adjustments to tailor  the shift points..

make sure with the carb at wide open throttle the linkage is pushed all the way back also make sure the linkage in not preventing WOT

Does the driveshaft turn?   Yes?  Not in park.... No?  In Park.... :smilielol:   Shift lever all the way forward is park...  :thumbsup:

             From the Service Manual (short version)
   Kickdown band adjustment  loosen jamb nut, run in adjuster then back out 2 1/2 turns.
   Linkage adjustment... With choke disconnected or held open have someone hold the kickdown lever on the tranny all the way forward (or make tool with spring to hold). Loosen kickdown lever adjustment bolt, holding the lever back, adjust the slotted bar forward till is in contact with the carb. stud.

But once again a small block... Just so the OP knows it the lever on small blocks has that hooked curve out the back of the trans, a big bock lever should come straight out....

Is this true for 904/727 & 318/340?
I think I have the wrong lever on mine, it's straight.

On a 727 small block I've seen both levers... If the linkage works properly leave it alone.. :2cents:

they don't readily interchange.... hopefully the kickdown linkage came with the motor/tranny swap someone did...

Problem is your 400 is not out of an e-body  & these linkages varied down through the years and by model..  you might Google 727 kickdown & look to see if anything looks familiar.
