Panel dimmer switch next to the headlight switch is often the culprit...if your lucky some contact cleaner will take care of it.
Be sure the fixture holding the lamps is grounded..

If it's the switch one thing to do is wire around the dimmer so they are on high all the time (where you would probably set anyway as their barely adequate)
Ultimate solution is have member Slotts rebuild the switch  http://www.cuda-challenger.com/cc/index.php?topic=41543.msg416801#msg416801

I'd have to figure it out...  LOL   think it's the black wire power in & tan wire power out,   here's a diagram  http://www.mymopar.com/downloads/1970/70BarracudaB.JPG

hopefully someone that's done this will chime in

There's just 3-wires to the dimmer....one provides a ground to the interior/overhead light.. figure out which one that is & jump the other 2... simple enough

How would I jump it? Run the wires to the positive headlight switch?

the black wire comes from the headlight switch... so it supply's power to the dimmer when the headlights are turned on

You can probably run a jumper wire between the accessory or battery spade connectors on the fuse block to one of the orange wires that power the dash lights maybe just as a test.

Why not take the dimmer switch in and have it rebuilt and that way you don't have to jimmy rig anything?

Download the service manual for your Barracuda if you haven't already done so.
http://www.mymopar.com/index.php?pid=109

Look at the wiring diagram on 8-142 and 8-143. It's best to print them both out and then tape them together side-by-side so you can more easily follow the wiring.

Follow the Instrument Lamp wire E2A-18 O from the fuse block area.  18 is for the gauge of the wire; O is for orange.  You'll see that the wire goes to the T-shaped radio plug first.  If you have a radio on that plug, the dial light should be on when you turn on the ignition.  If you don't have a radio on the plug, test for 12v with a meter on the leg of the plug that has the orange wire(s). If you don't have power, check the fuse.  If you do have power, the problem is further on.

Above the radio, you should find a plug with a bunch of orange wires connecting.  It is pictured on the bottom left of 8-142. One of the orange wires plugged in to the connector feeds the lights over the instrument panel.  That wire may have come loose.  Check for power with the meter in that plug.  If you do have a connection and power there then the light bar (the black panel with the light sockets over the speedo) isn't grounded.

Let us know what you find.

This if you must.
Jumping the wires is connecting the 2 together. One is 12v source in to dimmer (pot) the other wire is leaving pot to power the dimmed lights. Connecting those two together bypasses dimmer. Was having same issue on mine and it ended ip being a dead spot at full high. Dimmed slightly and problem solved. Sort of. LOL.
Removing the warning labels one at a time.
Nature will take care of the rest.
