Harmonic Balancer Question

Hey guys,

I'm taking some of my 340 apart to replace some things and detail the engine.  I'm installing a new balancer and the one that I took off has this funny pieces on it that sit's up against the timing cover with some type of felt ring inside it (see pictures). I've never rebuilt a 340 only Chevy's.  I know don't kill me.

First - what is it?
Second - do I need it with the new balancer that I'm installing
Third - I have a 1969, 340 I think it's internally balanced can you all please confirm that for me?

Generally you do not use the felt in the rear of the damper unless it is in a dirty environment such as Farm Equip , so I would leave it out
