You did say rear valence, right? Not the upper body panel? I'm into the body work on mine and did/will not weld in the rear valance, because the minute I do, I'll have to change a spring or exhaust component and that won't make me happy. Having said that, I DID weld in the upper body/quarter panel seams as shown. Every old E body seems to have a rotten trunk floor and most of the time it seems to come through those seams.
On my barracuda, I have changed springs without removing the valance. Not ideal, but could be done.
I'm not following why the fuel tank requires removing the valance, is that challenger only?
As far as exhaust goes, I am expecting to use clamped on tips for adjustability/service.
