what was the original finish on the frame transportation "tie down" brackets and bolts on a 71 cuda?
body color, black , unfinished?

The bolts would have been phosphated from the factory.  That finish can vary from lighter gray to black.  Multiple places sell kits to darken hardware.  I use the black oxide kit from Caswell Plating.  You have to protect the finish from rust after you've darkened the color however.  There are a lot of uses for the darkening solution in a restoration.
