painted fender tag screw orientation

what is the proper screw orientation for cuda fender tag, isn't one screw painted body color and the other left unfinished? which one? front or back screw painted? fender tag direction? also recall someone saying it should have a corner bent, as it was when originally installed, and painted under, while only being held with one of the two screws. if so, which corner?

Fwiw on my 74 Chal. Original paint. The screw farthest away from firewall was painted. The tag was rotated on this screw around 45 degrees. Car painted. Rotated. Ack and 2nd unpainted screw attached. Removing the tag you can see the unpainted angled edge.

Removing the warning labels one at a time.
Nature will take care of the rest.
