4 speed hard to shift

All brand new parts installed...passon 833, brewers hurst shifter, brewers shift rod kit. Installed the levers on the trans and put into neutral position. Lined up the levers on the shifter mechanism with the dowel pin hole. Adjusted the rods to the correct length and pinned them into the shifter mechanism.

When push down the clutch, it's hard to shift. 3-4 seem ok but 1-2 and reverse are hard to get in, if I can at all. What do I need to look at? I thought I had everything correct but I'm guessing not...

Unfortunately I have heard this same issue with several of Passon 833's over the last couple of months.  I think a couple were posted here.

I assume it is not running  it may shift much more easily while running

Possibly when rebuilt the synchro got turned backwards. i did that once when i rebuilt my own. It would not shift into 2nd.
