Timing Cover, Water Pump, Weep Hole, Torque Specs

Hey guys,

I know that title is a mouthful.  I'm ready to assemble the timing cover and water pump and have 2 questions.

1. I'm used to a small weep hole on water pumps.  In the picture that weep hole is huge and threaded.  Is that correct?  If so why is it threaded?
2. I've have conflicting torque specs.  One says 30lbs on all of the bolts one says 16-18 lbs.  Can someone clarify the torque specs on the bolts.  Maybe some are different than others.  Just want to make sure its done correctly. 

Yes I know the timing cover seal needs to be installed.  I'm just dry fitting everything first.  Thanks

I found that with just a quick Google search.  To be honest, I have never torqued the water pump bolts.  You can feel where they need to be.  They aren't as critical like other areas of the engine.

 these are max torque values you will want to be less into alum as the botto, 2 bolts are .
 the threaded weep hole is a new one on me the housings are often rebuilt maybe there was a fitting to take water away through a hose . it will have no effect anyway
