When the steering wheel turns it makes a kind of hollow sound from around the Dash area? It's hard to explain the sound. Any ideas?

One of my cars did that. I had a Grant steering wheel and somehow the steering wheel adapter cover scraped the steering colum when I turned it. I don't remember how I fixed it but that was what caused it for me.

The upper bearing could also be dry.

All steering components are still factory ones so it could easily be both. How would I pull the seal out?

is the shaft centered in the column looking at it from under the hood ?
The retainer plate on the floor floats so it can be centered properly

Yes it is, bug I can wiggle the whole steering wheel and all up and down from the drivers seat

well I believe we have found the problem
is the upper brg seated properly snap ring holding it in place on the shaft ?
