Interior help needed package tray info

I'm building a 73 challenger. Have package tray from year one. Is it supposed to be upholstered? I ask because the headliner came with extra material for the package tray. I don't know if it should be covered or not. Any help appreciated.

OE package tray came with a matte black finish, not upholstered. 
The replacement I purchased has the correct finish

It should have insulation on the back side. :2cents:

The insulation looks to be a problem with back speaker covers or the stock cut out slots. The seat back area hasn't the room for a thicker board to tuck under the vinyl and trim molding. Maybe, with trimming to taper towards the edge?
