71 'Cuda Grille lower mounting bracket question

I'm replacing a broken grill in my 1971 'Cuda and noticed that the two lower mounting brackets are different and none of the correct hardware was used. I have a mounting kit on order and I assume that the one is correct because it has the same style mounting slot as the upper valance. My question is the other one (first picture)is this correct or should they match ? Thank you

They should look like both in the second picture.

The plastic piece slides into the slot.

Thank you, that's what I was afraid of but I wasn't sure. Does anybody have an extra they want to sell ?

The first bracket looks like one of the headlight mount brackets....   :2cents:
