Starting Issues?

I have a 70 R/T, 440 Auto with Holley 670 Avenger. Car will fire up normally cold, and 9 times out of 10 normally when warm.
Every 4 or 5 starts, it behaves as if it's not getting fuel- and struggles to start.
Battery and Starter are fine- checked.
Carb issue?
Fuel Pump?

When it has trouble and don't start, pull the air cleaner, pump the throttle once by hand and note the pump shot you get. No shot, low fuel in carb or carb pump is failing.

I had to drill small holes in throttle plates for engine to get enough
air when starting. The newest Holley carbs have a bypass valve
that accomplishes the same thing.

Make sure engine well grounded with big cable/strap.

What is initial timing?

Are you using an ethanol blend fuel?

Yes, 93 Oct when I have to. I try to stay with REC90 when I can.

Common problem with ethanol blend fuel, it has a lower boiling point. When you shut down the engine, the carb can "heat soak"  boiling off the fuel.  You can try a carb heat shield.

Are you exhaust cross over ports blocked?

I think the Poly-Core insulating material used in the Coolcarb plate has the advantage on blocking heat.

Idle speed is the screw on the throttle shaft lever
Idle mix is 1/3 of the up the sides of the metering plate between the carb bowl & throttle body
