SSBC disc brakes problem, poor brake performance

Hi!
Need help with my ssbc disc brakes. They have _very_ poor performance. Can't lock tires even at gravel. In front there are Force 10
and rear
Master cylinder and booster looks similar to those:

Booster is good, and vacuum is high. Have wilwood prop valve on rear line. No air in system.
What should I do next? I think the master cylinder is not correct for those 4x discs? What kind should it be? Or what..?
I bought that car with those brakes, and they have never worked. At first i think the problem was low vacuum, but now with the stock engine with extremely high vacuum, there is no difference in brake performance.
