"best" is a relative term, there is a lot of factors that contribute to a satisfactory system; perception and tolerance being 2. The 360 would have come with Thermoquad (assuming it was a 4bbl motor). I suspect you will get a lot of opinions online as to what is "best". Everyone who has experience with these cars has a preference. I would recommend you do some research online (this counts toward that end) and see what meets your needs. For simplicity sake, you could run a factory 4bbl intake and something simple like a 600 CFM Holley (or carter, AFB, etc.). I personally like Holleys as that is what I grew up with and have the most experience with. I am not implying it is the best just what I know. That said, you could run that same 4BBL intake and a Fitech Go Street ($800 +/-) and even their new command system which eliminates the need to modify the fuel system.
Before the haters jump on my about the command center, I met with Fitech at Barrett Jackson in Scottsdale and they showed me their new system which they claim it is completely overcomes the problems with the old system.
