Rimblow steering wheel question

My 70 Cuda that I bought a few months ago came with a new Rimblow wheel, the guy I bought the car from installed it, but when I got the car home I noticed the horn did not work.
What should I look for first when trying to trouble shoot the problem with these wheels?
I have to get the horn working, too many chicks wave at me in the Cuda.  ;D

He may not have had it refurbished w/ the horn switch. Also.. is the rubber piece on the inside of the wheel hard/rigged or pliable? If hard that needs to be replaced. The horn switch goes for about 150 I believe.

I believe the wheel is new, he told me he paid alot for it, and yes the rubber is pliable.
I think I will just have to pull the wheel off and check the wiring to the horn.

You could always take a wire from the "+" side of the battery over to the horn, and see if it works. If it does, then the problem is most likely the switch, as was mentioned, or the horn relay on the fuse box.

the Wheel switch is just a ground , pull off the center cap & ground the wire , if the horn is not working the wheel is Not the problem
