If it is a older Chrysler, and the relay is on the firewall, then, if you cross the two posts, and you get a clicking, it should either mean you have a bad connection, or a dead battery, or a bad starter.
Try jumping it by taking cables and connecting them right to the battery.

I would check grounds, and hot spots in your cables, that would show a bad connection/corrosion.
Alternator could be bad, and, in the future, I wouldn't disconnect the battery if you have electronic ignition, it can cause a spike just big enough to kill your brain. (only 1 in 100, but happened to me more than once)
What is this thing anyway?

its an 85 dodge ram d100 custom 4x4 i got it all fixed today it was a bad ground the old ground cable was rottin so i replaced it and mounted it to the radator support apparently thats not good enough lol so i  tryed a few more spots (inner fender firewall etc) never would ground so finally i put it where it was originaly and it worked fine! the only reason i didnt do that in the first place was i had to remove the smog pump to get to it!! so i tryed to do it the easy way!! it didnt work! lol thanks dodgetboy!
