Can DP 40 epoxy primer be purchased in an aerosol can?

No, DP 40 is a 2K or 2 part product that uses a hardener, activator, catalyst, etc. It may or may not use a third component in the form of a solvent. 2K products don’t “dry” like a 1K/single stage product. The hardeners in all types of paint work anaerobically. This means that they harden without air. Once you add the hardener to the paint it hardens in about 3 hours no matter where it is, even in an aerosol can. Examples are epoxies, urethane under coats and top coats. This is why you can't add hardener to paint in aerosols. It is also why most commercial paints available in aerosols have such poor durability. Without their hardener most paints reach a relative hardness (compared to hardened paint) of about 20%. The one exception is Alkyd Enamel. Without hardener it reaches about 80% hardness.
Why not get some phosphoric acid and coat them, it will prevent rust and provide a good base for painting.
