From what I have found, the change over is easy.  The top part of the belt mounts in an existing hole shown earlier in this post.  The interior panel is the same.  It has been cut out and a bezel is added that screws into the seatbelt retractor.  A reinforcement is added below quarter window crank so that the belt assembly does not move back and forth.  This can be made out of 1/8th inch. plate.  The bottom bolt goes through the floor and is attached by a nut.  The floor does not appear to be reinforced.  The other half of the belts bolt in next to the console as always.  I do not know if you can use the 70 female ends.  You may only be able to use 74 ends.  I am checking that one. I will take measurements before I finish parting this car.  Let me know if you need them.

I bet the label is down inside the retractor (on the belt about as low as you can go) where you can't see it.  At least that is how it is on my '71 (I believe the year they switched to the retractor) so they don't show anyway.  Rears do though and on mine I suppose the shoulder does too.

70 Cuda is right.  I found the label.

One other question on these. It doesn't look like I snagged the parts that mount to the inside of the seats, the parts that have the female buckles. Looking at the male ends of these buckles, they don't look like they'll fit. Am I wrong?
 
Today I was able to try the 74 belt in a 71 buckle.  It did not fit.  They were different sizes.  I would assume you will have the same problem.  You will have to check yours and maybe find the 74 female ends.
