Speedo Gage calibration ?

My 120 mph non-rallye speedo is reading incorrectly and bouncing. It will read 25 MPH while waiting at a stop sign and usually reads 30+mph too high.
 I have a 73 chassis manual but not a body manual, so the only thing it mentions is aligning the adapter plate under the hold-down fork.  Supposedly it has the original speedo gear in the transmission, and original rear-end gears with approximately correct size tires.
  Before I go ahead and pull the gear and cable, any suggestions ??
  Is there a way to calibrate the gage or sent it to a reputable rebuilder ?
  According to the previous owner it worked just fine a few months prior....

 The cable & gears is not the problem , if it sits at 25 mph sitting still the guage neeeds to be fixed , Performance car graphics amoung others can restore it for you
