It will probably make the hesitation worse. Thats a lean stumble, and bringing the timing in quicker is gonna make it want want more fuel, and its going to want it sooner instead of later. Where it starts to pick up again is where the jets start taking over.
The holley's, if you have a newer one have the tunable air bleeds in them. They are little threaded inserts near the boosters. If you have the tunable ones, they will have a slot for a screw driver so they can be removed and changed. This will greatly clean up the idle if you have them, bigger is leaner. With a four corner idle circuit, you want around a 67 in all four, and two corner idle circuit about a 31-32 in the front two. The fuel shot when you hit the gas is from the squirters. Reducing the size of those will help as well if you feel its too much. You can make a holley as eneimic as an eddy carb if you want to. If your holley doesn't have the tunable air bleeds, jegs and Summit both carry the newer center bodies that can be swapped for about $100 total. Its still cheaper than a new carb. For me, it makes a ton of difference when up grading cams, converters, etc. The carb can be tuned as I go, and I don't need a new one every time I upgrade.
