to buy a restoration cuda if the owner of the car has no title?

I guess it depends on the laws of your state.  I know here in GA, all you need to title an old car is a bill of sale.

You could try doing a title search or maybe have you local police run the vin for you.
NH is also a non-title state for anything over 15 years old.

I think I would want to make sure the numbers match on the VIN, cowl and radiator support, in addition to having the VIN checked out by the police.  If everything checks out you can get a new title.

Here in PA it can be a pain in the butt. Most people here use a title company that basically titles the car in another state and then transfers it to PA. This is pricey at around $300 last time I checked. Beware of scams, I wish you luck.
