Best fix for these holes

This is what my lower driver quarter looks like.  Pretty isn't it?  Should I fix this by cutting the whole lower quarter off and welding in a new one, or by squaring the rust holes and then welding small sheetmetal patches in there?

Personally, I think I would just cut both holes out in one rectangle and put a patch in.  Use the piece you cut out for a template for the patch.  It will be a lot less work and you will retain more of your original metal.

as above or maybe get a lower Q patch panel , but use only what you need from it? Rich

Just going with a small patch in those areas would be faster, but my question is: What does the inside of the quarter look like? It looks like the rust is coming from the other side of the panel (IMHO), in which case you're only delaying the inevitable. I'd do some more poking around behind there before commiting one way or the other.
