70 vs 71 Road Lamp Questions

I'm converting a 70 Cuda into a 71.  I would like to add road lamps.  Since there are several differences, I'm curious which year equipment to install.  Specifically:

1)  The brackets are different.  Why?

2)  The harness is different.  Why?

3)  I've heard that the 70 relay was 3-prong and the 71 relay was 4 prong.  Is this true, and if so, why?

the bumper brackets & bumpers were different the 71 brakets do not fit the 70 or the reverse ,decide which bumper brakets you are using & match the parts ,the headlights had to be on with the road lamps, I believe in 71 , personally I like to use the road lights alone so it can be wire the way you prefer , the 4 pin relay would used a switched ground

2)  The harness is different.  Why?  Relay difference and what it controlled

3)  I've heard that the 70 relay was 3-prong and the 71 relay was 4 prong.  Is this true, and if so, why? '70 the relay ahd no control of thr road lamps the switch performed that function, in '71 the relay controlled the roadlamps.

Thanks for the info.  I may have figured the relay question out.  My 1971 manual says the road lamps go off when the high beams are activated.  My 1970 manual doesn't mention this, so I'm guessing the extra prong on the 1971 relay is an input from the high beam switch that would shut the road lamps off.
