Update:
Turning the motor with the key did not work. I think that method is just to innacurate.
I ended up getting a 1 1/4" socket to turn crank by hand.
With the pump out, the compression was low enough to pretty easily rotate it around with a ratchet.
At that point, I could turn it over until the cam lobe rotated out of the way and the pump rod was at it's high point.
Pump went right in without a fuss after that.
Frankly, I'm surprised that no one else seems to have encountered this as that pump was not going in before I turned the cam lobe out of the way. No way, no how. Bolts would have sheared off before it went in as it was.
