  I though it was the switch lever for the rear defroster. Are they NOT the same as the headlight switch??

Yes, all the same style knob.  The 70 and 71 models had a white dot for the headlights, a red dot for the defogger and a aqua blue dot for the verts.
The dots were eliminated on the headlight switch and defogger for the 72 - 74 models.

Nothing to do with overflow.

It is on the tip of your brain though, you are quite warm.
