Not sure....
It looks like something that someone added on and not a factory item....but I could be wrong...(I usually am)....

It looks like a mounting bracket for the Flux Capasitor....

What are the cars options? The auto speed control used a bracket like or similar to that...........

Cruise control bracket makes sense, car has cruise turn signal lever. Unfortunately I don't have any documentation on car other than title, no fender tags, broadcast sheets, nada.
