Though I don't know how well that silver edging would hold up, but I've always had good results with Castrol Super Clean Degreaser (in the purple bottle) that's been diluted a little by some water.  It works great for cleaning deep down into all the small cracks and such.  Once that's been thoroughly cleaned off, give it a protective coating using Turle Wax's 2001. (in the green spray bottle)  It's less slimely than ArmorAll and gives the part a nice, clean finish.  I've used these steps on both my console as well as my two spoke wheel and both turned out looking very nice.  Hopefully this gives you one possible option to go about cleaning it.  The only thing I'd be worried about is whether or not the Degreaser rubs the silver off the three spoke cover. :dunno:

Thats what I was worried about too is the silver. I've tried to stay away from Armour All for the same reasons you have but have not tried the Turtle Wax 01.

After cleaning, repaint the silver and make it look lik it was new again  :dunno:

The silver will come off very easy where it was thinly painted, then looks bad,it happened to me so I took all the silver off,how to repaint it?I dont know it looks very fiddly.

I found SEM silver looks almost identical to the factory silver finish on a number of things, it looks a little to bright until it dries, then it looks perfect.  Don't have a part number I'll see if I can dig one up.
