DO you think that the frame in the dash is designed to help support the Cowl or windshield or would the car function properly without any dash at all?

It is designed to support the dash and its related components and the car functions fine without it. There is very little structural integrety that is lost with the removal of the stock dash frame. Most of them are held in with four #8 screws and two 1/4" bolts. How strong is that, really.

 There is not much to the dash. So maybe it only structrial feature is to hold Coke and Smokes. Yes/No
