So I flipped the pulley and the alignment is worse, just in the other direction.
Pulley is also a few degrees off straight with the other pulleys which I had thought was due to the spacing
But this isn't the end of my problems - bought some belts today and a test fit shows that the water/crank/alt belt will foul on both of the upper alternator mount bolts, and the steer belt will most likely rub on the water pump pulley.
If I was to space both the water pump and crank pulleys to line up with the outer alternator pulley slot, it might fix this and maybe even line up with the steer pulley (now I'm dreaming), but spacing can't be good and the problems might just transfer somewhere else (fan clearance?). Starting with a bare block and not having a complete set of parts off the same engine is really starting to be no end of trouble. Anyone have a solution? - all new pulleys and brackets?? Is this even the right power steer pump?
