What i have done in the past when i am repairing or replacing a peice of sheetmetal that has holes in it, i have laid a peice of paper or cardboard over and tapped(very light taps) out an outline of it with a small ballpeen hammer. That way you can replace the peice and come back later and have a pattern to re-drill your holes. The radiator support you showed would be a fairly easy candidate for replacing with a little larger peice and then putting in new holes. I have tried in the past building up the metal to the hole with the wire feed, but it justs breaks out later, not strong enough like a good peice of sheet metal. Keep at it and you will love it even more when your done.
