I can't see this doing anything but hurting the Ebay community.

They state it's only for BUY IT NOW purchases...no bidding, so I don't see a problem.
Just like making purchase at many e-retailer.

Whats to keep little kids or jerks from coming in and buying every buy it now auction from the local lybrary computer then just going home?

I really hope they dont make this for items above say $500 or so... To protect those who are selling more "costly" items.

Your listings will be eligible to be purchased by Guest Buyers if you meet the following criteria:

You must have a premier/business PayPal account in order to accept credit card payments.
Shipping costs must be specified on your listing.
You must qualify for the top tier of buyer protection of $2,000.
The item price must be less than $2,000.
You must use eBay's checkout system. Third-party checkout will not be supported at this time.

One difference we might be missing is the guest buying requires immediate payment before the item is sold. Different from typical auctions with a buy it now price where someone can click and end the auction and never get back with you to pay. Since they have to pay basically right then through paypal I think it will work just fine. Better for one time buyers since they don't have to register, but you still have to be setup with paypal.
