Alright, after giving up on this for awhile I finally got the materials to make my own puller. It worked very well. I was finally able to replace my ignition switch, but alas this doesn't seem to be the whole problem to the car not starting. I'll have to troubleshoot the wiring more. I thought you guys would like to see the puller I made to get the secondary piece of column off, but I also had a question. After putting most of it back together, it seems that the gap between the two pieces of column is too large. I don't have my Cuda here to compare it to (it's in storage at a buddies house) so I can't tell if this is normal or not, but it looks to big to me. It's tightened down all the way. Is this the normal gap?
