Anyone know how to get custom internet software written?

I want to start a website, but can't quite find anything like it. How did sites like eBay, MySpace, etc. get started when there was no model? Is it all just HTML programming? Just looking for a place to start.

BTW, I posted this before, but I think it got lost when the site had problems a little while back.

I made a free website on www.freewebspace.com. They give you templates and you fill in the blanks.  It's really easy when you don't know how to make a website.
