How does the emergency/parking brake cable fit with the frame connectors?  Is there a slot? Or under?

Depends on what year your car is. If its a 70 it's one way and if it's a 71 on up it's another way. Here is 71 on up on my Cuda.

I'm going to cut a hole and weld a piece of tube through the connectors.

I found the perfect tube at a hardware store and did that already. (see pic) It was made out of stainless steel.
I figured it would last longer made out of stainless steel inside the frame.

Things don't last long in dark and wet places.

Perfect timing I started putting on my car tool connectors yesterday I like that tube idea.

After you drill the hole, You're going to need one of these so that you gan get the hole sideways.
It's a Carbide burr 6" shaft length, 1" Flame tip.

Don't try to do this with your drill bit turning sideways with it. They break off. Ask me how I know. 

The tips have different names and you need to be specific for the type you need asked by name.
