I believe the 35 MPG is an average MPG across the entire car line offered for that year. For every muscle car type built an economy model must be offered to average things out. 

yep unless it changed thats the way it works. 35mpg over the entire fleet. i can sell as many 15mpg vehicles as i want as long as i sell a 55mpg econoegg for each gas guzzler sold to meet the standard.  i think in the future thats the way hummers and such will be sold. youll be forced to buy an econoegg with you gas guzzler purchase.  or they will just build enough margin into the the thing that they can throw in a disposable econobox with your purchase.  the market always finds workarounds to government intrusion

1972 Dodge Challenger Rallye 340, AT, Code TB3=Super Blue, SBD=8/17/1971.  Yes, a Rallye without the fender louvers from the factory because of the body side molding option.
