That's a capacitor and the voltage limiter. I see them on E-Bay once in a blue moon. I'm not sure if you could find something aftermarket or not.   :dunno:

That is your old electro-mechanical 5V regulated power supply to the instrument cluster. There is an article in Mopar Action (Ehrenburg) on how to build a replacement solid state one that runs better. Cost to build is about $5. I am using the old case to install the electronic compnents into.

Haven't seen any re-pop capacitors, BUT, Greg at rt-eng sells already made solid state limiters if you don't feel like making your own.  www.rt-eng.com

Does anybodyhave a picture of the rallye wiring? I understand ( I thought ) :clueless:the volt reg, but what is the capicitor doing :dunno:, is it just taking the un-needed voltage?  Where does the 12 volts plug-into the voltage regulator?

In your picture. The voltage regulator/limiter is on the left. The un-used tab is where the 12 volts plugs into. The capacitor is just a noise filter.

Check with Redline Gaugeworks.  I believe they put a new one on my gauge cluster when they had it.
