There are a couple of places to get headlight buckets for the '70, '71 fenders.

http://www.up22.com/index.htm sells fiberglass copies. I've heard mixed reviews on these, obviously not as good as having the real thing, and I'm not exactly sure how you'd have to attach them to the fenders. You might be able to get away with riveting/bolting them to the inner fenderwell/radiator support structure, but I haven't seen it done.

http://beaparts.com/default.asp, but if the price of the fenders was too high for you you're probably out of luck, they sell for 317 bucks. Although, they do come with "mounting feet" so you may be able to work something similar out for the fiberglass ones...
B/E & A also make patch panels for the side marker lights, so you could weld in the proper panels for the '70/'71 side markers.
You'll also need the front latch panel, hood latch release mechanism, and possibly the hood latch, as these are all mounted in different places for the '70 grille. The top latch panel is an integral part of the 72-74 grille, so you can't reuse that. You may also need the grille support upright, not sure on that one...
