Well, the ballast reduces the current going through the coil which means longer coil life and bit less intesive spark. Without the ballast the spark has more power but in this case I assume that the spark is weak with the ballast and about normal without it. The reason for weak spark could be on the wires,contacts, coil itself or sparkplugs. The electric distributor might have some influence on the spark intensity too, I'm not sure about that. But with my limited knowledge I would guess that your coil is getting dry and weak, that is if the other parts on the spark system are relatively new. Does the coil heat up big time after some driving with the ballast on attached, or can you drive it without the ballast anymore?

The coil is a blaster 2 I don't want to run without the ballast anymore. I swapped ECUs today and the problem intensified with the 30yr old original box so I switched back to the silver box. Then when I reconnected it, the car revved fine with no backfiring at all. I thought it may have been getting a bad ground so I sanded down the ECU and firewall and ran two 12awg wires to it. It now revs much better, but now there is an exhaust backfire. Kinda high pitched like those really small firecrackers. My theory is that the car is now running too rich and dumping so raw fuel into the exhaust, and when the exhaust heats up the fuel ignites.

If I didn`t knew better I would say that it looks as the result of a high current beam.
Or a serious overload.

Do yourself a favor and get rid of the 30year old technology. You mentioned getting an MSD dist. One of the best performance enhancements next to headers was moder spark. I have a unilte because MSD released their dist 2 weeks after i needed one. So i'm waiting for it to die but it won't. Over 10 year old and still kicking. The race shop i worked at was all about MSD everything. Distributors, rev limiters, etc. Anything ignition related came from MSD. It will soon be in my car too. I do have an MSD box. Just not the distributor yet...

  Seen that a few times before, the carbon tip in the dist. cap drops out as the cap is installed and sits sideways, burns the rotor and quite often the dist. cap as well. Removing the ballast resistor gives more primary voltage to the coil allowing it to give more spark if needed. When the carbon tip is missing it will put out more voltage to jump the extra gap. ( remember the coil is lazy, it will only put out what is needed ) By applying full 12v and not 6-8v as is normal when the ballast is in the circuit the coil can put out much more than the 22,000v, this is what a standard coils max. put out is. The coil won't last too long as it starts to break down inside, heats up the cooling oil and pops the top and spills out the oil.
  These earlier ignition systems usually ran on about 8-14,000v for normal driving and went up to 18-20,000v under load or hard acceleration.
  If you are using a 4 prong ballast instead of a 2 prong it might be reducing the available voltage on the primary side of the coil even lower than 6v.

OK, I am going to switch to one of my spare used caps and carefully install it, then put on the 2-prong ballast.

With the utmost care I just swapped the distributor caps and made sure I put the plug wires on correctly, it still backfires. On Monday it's going to the shop.

In another thread, I believe you mentioned you had an exhaust leak, and have we ruled out your carb running lean? Sorry if I don't have my facts straight here.

Yes, I have an exhaust leak, well lots of them. I don't believe the car is running lean, it has been jetted up at least 5 sizes. The backfiring is a  bang.bang.thump.thump.thump.bang.bang.thump thump.thump.thump.bang.bang.

I tried to drive it to the shop today and only made it out of my garage. The car has some really insane, what I think is, detonation at every single rpm. At WOT it made it to all of 2500rpm in neutral. Fooling with the timing a little it revved as far as I wanted it too but sounded like 1000 fire crackers. Tomorrow I am going to bypass the ballast again to make sure that the ignition system is the problem. Then if it is I am going to order the Summit MSD-type box and a new distributor to replace the 30+ year old one in it.

Just for kicks I replaced the blaster 2 coil on their with the 30+ year old one I took off, now it has stopped backfiring and seems fine even with the ballast connected. I don't want to risk driving around with a coil that could fail soon anybody have a recommendation for a good one that is relatively cheap.

Glad you seem to have found the problem. You will probably want to kick me but blaster2 is a good one. Dont know why yours went bad but I have always had good luck with MSD stuff.

The blaster came in the boxes of extra parts with the car. I thought why risk the original coil failing while driving I should put on a newish high performance coil on since I have one it worked for a little...then it failed. The stock is on there for now. I think I might get an Accel cheap coil.

I personally don't think you can go wrong with a stock Mopar Performance coil.  Unless you are running a hot motor, I think a Blaster2 is overkill.  Also, through personal experience, I have seen Blaster coils crap the bed several times pretty quickly.
