How do I restore this

I got my power booster restored and it came out great but what do I do with the piece that mounts on it to guide the hoses? It is painted black but also seams to have a rubber coating on the pieces that wrap around. Is there a rubber I can apply with a brush?

It has been several years, but yes. Dad bought a bunch of it when we were kids, my brother and I used to dip just about everything close by.

I have thought about using the plastic dipping product as well for the wire loom tabs on the radiator core support.
